Luohu at forefront of Greater Bay Area construction
Luohu district of Shenzhen in Guangdong province, contains about 30,000 Hong Kong families, including about 20,000 children, who live in Luohu, but go to school in Hong Kong. This epitomizes Luohu's close connection with its neighbor.
With three portals to the Special Administrative Region (SAR) Luohu has been the first choice for Hong Kong people to work and live in the Chinese mainland for some time. The release of the planning guidelines for development of the Guangdong-Hong Kong-Macau Greater Bay Area offers Luohu important development opportunities.
The Luohu district government is committed to developing a port-based economy and promote coordinated development, aiming to become a new platform for cooperation between Shenzhen and Hong Kong, and a carrier for commerce, tourism and consumption cooperation between them.
Luohu has finished its work of government institutional reform according to the reforms carried out by higher-level governments, so as to improve work efficiency supporting construction of the Greater Bay Area.
Luohu is linked with Hong Kong by road and high-speed railway. It is a busy transportation hub of passengers as well as vegetables, fruits, poultry meat and other daily necessities.
An area of four square kilometers near the three portals to Hong Kong is earmarked as a port economic belt, through which Luohu plans to strengthen infrastructural, industrial and social development cooperation with its neighbor.
Luohu also aims to build a modern industrial system with international competitiveness. Last year, the district saw a remarkable increase on four fronts - the number of high- and new technology enterprises, social input in research and development, the number of applications for invention patents and the number of innovation carriers.
Luohu's emerging industrial belt is expected to develop into an important growth point in the "Guangzhou-Shenzhen-Hong Kong-Macau science and technology innovation corridor".
A Guangdong-Hong Kong-Macau copyrights registration hall, first of its kind in the region, opened in Luohu in 2017. The number copyright registration applicationshandled in 2018 represented a six-fold increase year-on-year, contributingmuch to intellectual property rights protection in the region.
Fully recognizing the importance of the financial industry, Luohu is transforming its Hongling Road into a world-class financial street alongside Manhattan in New York and Hong Kong's Central district to better support the development of the real economy. The financial sector's added value exceeded 80 billion yuan in 2018.
Luohu's forestry coverage rate is 53.1 percent, double the national level. The average density of PM2.5, or airborne polluting particles with a diameter shorter than 2.5 micrometers, is 26 micrograms per cubic meter, winning Luohu the title of "National Ecological Civilization Construction Demonstration Zone".
Luohu has invested 1.6 billion yuan improving the water quality of the Shenzhen River and the Shenzhen Reservoir, crucial to the water supply in Hong Kong.
Luohu built the first school in Shenzhen for children of Hong Kong citizens living and working in the district.
