Manages the district’s Development and Reform Bureau (National Defense Mobilization Office and Civil Air Defense Office), Finance Bureau (State-owned Assets Supervision and Administration Commission Bureau, Collective Assets Administration Bureau), Bureau of Statistics, Emergency Management Bureau, Financial Services Bureau, Development Research Center.
? Liaises with the People's Court of the district, People's Procuratorate, Luohu Fire and Rescue Brigade, Luohu Power Supply Bureau, Luohu Branch of Shenzhen Exchange Group, tax departments, financial institutions and customs agencies stationed in the district, exit-entry frontier inspection agencies, and ports.

? Liaises with the district’s Justice Bureau, Social Security Fund Administration, and communication agencies stationed in the district.

Deputy district mayor of the Luohu District People's Government, member of the Leading Party Members' Group, Party secretary, director and inspector- general of the Shenzhen Public Security Bureau’s Luohu branch, and the first deputy secretary of the Politics and Law Commission under the CPC Luohu District Committee

Responsibilities:
? Heads the district’s Anti-Trafficking Office.
? Liaises with the district’s Traffic Police Brigade.

Responsibilities:
? Manages the district’s Commerce Bureau, Culture, Radio, Television, Tourism and Sports Bureau, Health Bureau (Disease Prevention and Control Bureau), and Transport Bureau.
? Liaises with the district’s Federation of Arts and Culture, Healthcare Security Bureau, and Tobacco Monopoly Bureau.

Deputy district mayor of the Luohu District People's Government

Responsibilities:
? Manages the district’s Civil Affairs Bureau, Urban Administration and Law Enforcement Bureau, Bureau of Public Works, and Treasury Payment Center of Bureau of Finance.
? Liaises with the district's Disabled Persons' Federation, Ethnic and Religious Affairs Bureau.

Deputy district mayor of the Luohu District People's Government, member of the Leading Party Members’ Group, and secretary of the Party Committee of Guiyuan Subdistrict

Responsibilities:
? Manages the district’s Housing and Construction Bureau (Urban Renewal and Land Reclamation Bureau), Water Resources Bureau, Planning and Natural Resources Bureau, Ecology and Environment Bureau.
